Evaluating the Reform of Healthcare System in Sicily: variations of efficiency and appropriateness between 2008 and 2010

2022

Background. Sicilian government has developed a very ambitious Reform through the Regional Law n. 5 (14th April 2009). Hospitals were requested to ensure the quality of care through monitoring of appropriateness and quality of service. The aim of this study was to assess variations of efficiency and organizational appropriateness of healthcare delivery before and after this Reform and to show patterns associated to different types of healthcare delivery organizations.
Methods. This study was based on repeated cross-sectional data for 118 (out of 129) short-term, acute-care, non teaching-and-research Sicilian hospitals, in 2008 and 2010. Congestion and slacks analysis was…

Can we be satisfied with our football team? Evidence from spanish professional football.

2009

This article assesses the sporting performance of Spanish professional football teams at competition level, namely, League, King’s Cup, and European competitions (Champions League and Union of European Football Associations [UEFA] Cup). Then, the gap between the result obtained by a team at the end of a season and that expected according to its potential is used as a proxy of the degree of satisfaction that fans should feel: the narrower the gap the greater the level of satisfaction. Regarding methodology, Data Envelopment Analysis techniques and directional distance functions are used. Results reveal that most teams perform rather differently across competitions, the lower average performa…

A Note on Economic Impact of EFF on Sicilian Firms Performance

2018

Measure 2.3 of the European Fisheries Fund, in Sicily, claimed investments of fish firms in production capacity expansion and modernization of fish processing. Have these investments been effective in supporting the competitiveness of these firms and have they influenced the economic sustainability of the regional seafood chain? Proposed counterfactual analysis contributes to this assessment through a comparison of the business performance of funded and non-funded firms.

Sustainable tourist development in Italian holiday destinations

2008

This paper argues that tourism, will become a major activity in a modern welfare state, which will have serious consequences for environmental sustainability. This issue calls for an assessment of the pros and cons of the ecological efficiency of tourism. We propose an overall efficiency indicator that comprises both a sustainable tourism index and an economic efficiency index. Based on a data set for Italian provinces and using Activity Analysis, a quantitative assessment of the relative position of Italian tourist destination areas is made from the perspective of sustainable tourism. Composite indicator of financial development in a benefit-of-doubt approach

2013

We use data by the World Economic Forum (WEF) to build a Composite Financial Development Index (CFDI) alternative to the WEF financial index. Unlike the WEF index, the CFDI optimally combines seven dimensions with non‐fixed weights determined endogenously without recourse to subjective opinions of experts. The CFDI is obtained by applying a Data Envelopment Analysis linear programming model with proportion restrictions on weights calculated in a Benefit‐of‐Doubt approach. In this way, the CFDI scores allow us to group 60 countries by different levels of financial development identifying dimensions that contribute to good or poor financial performances, taking into account the different char…

Assessing congestion in emergency obstetric care in public hospitals in Tamil Nadu

2018

Purpose The purpose of this paper is to assess congestion as the simultaneous occurrence of desirable health output (e.g. maternal admissions) along with undesirable output (e.g. still births (SB)), in emergency obstetric care settings of public hospitals in Tamil Nadu. Design/methodology/approach The study is based on a cross-sectional data set of 97 public hospitals collected by the statistical cell of Tamil Nadu Health Systems Project for the year 2013–2014. The study uses three inputs – beds, doctors and nurses; three desirable outputs – maternal admissions, neonatal admission and live births; and four undesirable outputs – SB, intra-uterine deaths, neonatal deaths and maternal deaths.…

Efficiency analysis in banking firms: An international comparison

1997

The intensive process of financial European integration, together with the profound transformation and deregulation that has taken place in the Spanish Banking System, justifies the evaluation of its efficiency in comparison with that of other banking systems. In this context, the aim of this study is to analyze the productivity, efficiency and differences in technology of several banking systems. Using a non-parametric approach together with the Malmquist index, we compare the efficiency, productivity and differences in technology of different European and US banking systems for the year 1992. Finally, for a subsample of banks belonging to the same group of countries, using real as opposed…

Cross-Efficiency in Fuzzy Data Envelopment Analysis (FDEA): Some Proposals

2013

Different techniques have been proposed in the literature to rank decision making units (DMUs) in the context of Fuzzy Data Envelopment Analysis. In our opinion, those that result from using a ranking method to order the fuzzy efficiencies obtained are susceptible to a serious criticism: they are not based on objective criteria. Cross-efficiency evaluation was introduced as an extension of DEA aimed at ranking the DMUs. This methodology has found a significant number of applications and has been extensively investigated. In this chapter, we discuss some difficulties that arise with the definition of fuzzy cross-efficiencies and we propose a fuzzy cross-efficiency evaluation based on the FDE…

Congestion analysis to evaluate the efficiency and appropriateness of hospitals in Sicily

2015

Over the past twenty years, important changes in the Italian National Health System have been made in order to obtain significant improvements in the efficiency, appropriateness and quality of health care delivery, while reducing health expenditure. In this paper we proposed a multidimensional approach to assess the impact of organization inappropriateness on the efficiency evaluation of hospitals in Sicily for the year 2009. This study was based on cross-sectional data for 116 (out of 129) short-term, acute-care hospitals. The analysis considered beds, physicians, nurses and other personnel as inputs, ordinary discharges and day-hospital admissions as desirable outputs and inappropriate di…
